Petroleum and Chemical Industry Top Priority

The Ministry of Science and Technology will select a number of major energy-saving and emission-reducing projects and provide financial support. The High-tech Division of the Ministry of Science and Technology issued last week a Notice on the Collection of Major Scientific and Technological Projects for Energy Saving and Emission Reduction in the Industrial Sector. Hu Qianlin, director of the Ministry of Science and Technology of the China Petroleum and Chemical Industry Association, said on the 2nd that the association is actively cooperating with and promoting this work of the Ministry of Science and Technology, and organizing key industries and important technologies for recommendation. The oil and chemical industry has great potential for energy saving and emission reduction and will become the top priority for the implementation and development of this project.

According to the relevant person from the Ministry of Science and Technology, the major scientific and technological projects that the country will support this time are related to the four fields of high energy consumption and high consumables industry, reduction of consumption, emission of ultra-low-level industrial wastewater, new equipment and materials for high-efficiency, energy-saving and emission reduction, and renewable energy. The project call for local and petrochemical and other key industries will end on May 5. After that, experts will be organized to screen out major project projects, provide financial support, and tackle key issues.

Director Hu Qianlin disclosed that the China Petroleum and Chemical Industry Association will focus on organizing project proposals for high-energy-consuming industries such as nitrogen fertilizers, two alkalis, sulfuric acid, calcium carbide, and cleaner production processes for high-consumption and high-pollution industries such as pesticides and dyes. He said that the major energy-saving and emission reduction projects requested by the Ministry of Science and Technology involved non-ferrous metals, building materials, metallurgy, and other industries, but the petroleum and chemical industries, as high-energy consumption and high-material-consumption industries, have great potential in energy conservation and emission reduction. The project will undoubtedly receive key recommendations and support from the Ministry of Science and Technology.

It is understood that the Ministry of Science and Technology has recently attached great importance to relying on technical support to enhance energy-saving and emission reduction work, and has set up a special expert group for this purpose. The idea is to grasp three “one batches” in several key areas such as the petroleum and chemical industries, that is, to promote a group of advanced and practical mature technologies, establish a number of demonstration projects for the technologies that have achieved pilot test results, and develop a batch of advanced technologies and Process reserves.

It is also understood that the projects solicited have paid attention to the immediate effects and far-reaching effects. The immediate immediate effect refers to the effect of annual energy saving and emission reduction in the normal operation after the completion of the project industrialization test; the far-term indirect effect refers to the energy saving and emission reduction effect produced after the promotion, including the potential and capacity of technology and products in domestic and foreign markets.
