The "plan" proposes that by the end of the "Twelfth Five-Year Plan", the size of the internal combustion engine remanufacturing industry will reach 30 billion yuan, and the scale of supporting services for internal combustion engine remanufacturing products will reach 10 billion yuan.

Rise to the national strategic level

The "plan" proposes that by the end of the "Twelfth Five-Year Plan", the remanufacturing production capacity, enterprise scale, and technical equipment of the internal combustion engine industry will be significantly improved. Industry-wide remanufacturing capacity of 350,000 sets of various types of internal-combustion engines, 6 to 8 remanufactured enterprises with a total size of more than 30,000 units, and over 6 remanufacturing enterprises with a total size of 30,000 units or less; There are more than 30 large-scale supporting enterprises for key parts and components such as generators, generators, starters, oil pumps, fuel pumps, and water pumps.

The "Plan" also requires that by the end of the "Twelfth Five-Year Plan," a number of demonstration projects for the remanufacturing of internal combustion engines such as passenger cars, medium- and heavy-duty commercial vehicles, construction machinery, agricultural machinery, power generation equipment, ship power, petroleum machinery, and railway locomotives shall be established. Initially establish an old-fashioned reverse logistics system for the entire industry, and a group of core enterprises have completed the old parts recycling network system. The common key technologies such as remanufacturing forming and testing are widely used in the industry, and the remanufacturing technology, technology and equipment of the internal combustion engine have reached the international advanced level. The whole industry will achieve an annual saving of 400,000 tons of metals, energy saving of 350,000 tons of standard coal, 25,000 new jobs, and a reduction in end-use consumer costs of 10 billion yuan.

Relevant person in charge of the Ministry of Industry and Information Technology said that accelerating the development of the internal combustion engine remanufacturing industry will effectively promote China's internal combustion engine industry to further transform its production methods, from "universal production, large consumption, and large amounts of waste" to a one-way linear production model to "resource-product failure". Remanufacturing of internal combustion engines is a complex system project. China's remanufacturing started late, its development process was short, and its industrial base was weak. To this end, the "Plan" proposes that key areas should be highlighted, the industrialization scale of internal combustion engine remanufacturing should be formed as soon as possible, technological innovation should be accelerated, and remanufacturing technological capabilities and equipment levels should be vigorously promoted; reverse logistics should be developed to ensure stable supply of remanufactured old parts; System, strengthen information supervision, regulate remanufacturing production behavior.

Joint ventures dominate the mainstream

The internal combustion engine companies have a large proportion of pilot enterprises in the remanufacturing of auto parts. Of the 42 batches of 42 remanufacturing pilot companies announced by the NDRC, 25 are engine remanufacturing companies. Of the 35 pilot companies announced by the Ministry of Industry and Information Technology, There are 12 engine remanufacturing companies. According to statistical data, the social possession of domestic internal combustion engines has exceeded 300 million units.
