The five companies including Suzhou Jim West Bus, Jiangsu Jinlong, Shenzhen Wuzhoulong, Chery Wanda Guizhou Bus and Henan Shaolin Bus were exposed. The most serious Suzhou Jim West Bus was disqualified from the central financial subsidy and recovered all the central financial subsidies that were pre-paid in 2015. The remaining four companies were recovered from the central government's 2,416 illegally licensed vehicles in 2015. The subsidy is pre-allocated and a fine of 50% of the problem amount is imposed.

With the continuous expansion of the scale of the industry and the rapid increase in the number of promotion, individual enterprises are driven by interests, and they violate the relevant laws and regulations to defraud and illegally seek financial subsidies, which seriously disrupts the market order and infringes the lawful rights and interests of law-abiding enterprises in research and development of new energy vehicles. It has caused a bad influence on the promotion and application of new energy vehicles in China, which has aroused widespread concern in society. In order to rectify the order of the industry, serious financial and legal disciplines, and respond to social concerns, the General Office of the State Council organized supervision. In early 2016, the Ministry organized forces to conduct special inspections on 90 major new energy vehicle manufacturers, covering 2013-2015. The company has obtained 401,000 new energy vehicles with the central financial subsidy funds, and has checked the operation status of 133,000 new energy vehicles that have been sold. The inspection found that some enterprises were suspected of defrauding financial subsidies in violation of relevant laws and regulations. Some vehicles were not sold to consumers to declare subsidies in advance, and many vehicles were idle after receiving subsidies. Five typical cases are now publicly exposed.
(1) Suzhou Jim West Bus Manufacturing Co., Ltd. through the fabrication of false materials procurement, vehicle production and sales and other original vouchers and records, uploading false certificates, illegally handling motor vehicle driving licenses, fictional new energy vehicle production and sales business, false declaration 2015 It sold 1,131 new energy vehicles annually, involving 261.56 million yuan of central financial subsidies.
(2) Among the new energy vehicles that Jinlong United Automobile Industry (Suzhou) Co., Ltd. applied for the 2015 central financial subsidy fund, 1,683 vehicles were still not completed by the end of 2015, but in 2015, the motor vehicle driving license was issued in advance, and multiple declarations were made. The central government subsidy fund is 519.21 million yuan.
(3) Among the new energy vehicles that Shenzhen Wuzhoulong Automobile Co., Ltd. applied for the 2015 central financial subsidy fund, 154 vehicles were still not completed by the end of 2015, but in 2015, the motor vehicle driving license was issued in advance, and the central government financed more. The subsidy fund is 55.74 million yuan.
(4) Of the new energy vehicles that Chery Wanda Guizhou Bus Co., Ltd. applied for the 2015 central financial subsidy fund, 327 vehicles have not been completed by the end of 2015, but in 2015, the motor vehicle driving license was issued in advance, and the central government financed more. The subsidy fund is 98.10 million yuan.
(5) Among the new energy vehicles that Henan Shaolin Bus Co., Ltd. applied for the 2015 central financial subsidy fund, 252 vehicles were still not completed by the end of 2015, but in 2015, the motor vehicle driving license was issued in advance, and the central financial subsidy was applied for. The capital is 75.6 million yuan.
The results of the above five typical cases are: Suzhou Jim West Bus Manufacturing Co., Ltd., which has the most serious scams, cancels its central financial subsidy qualification, and all the vehicles produced in 2015 will not be subsidized by the central government, and will be recovered in 2015. The other new energy vehicles produced and sold by the above four companies in 2015 will be re-declared by the local regulatory authorities after strict examination and verification. The vehicles with no problems can continue to be subsidized according to the original policy. When the above four companies resumed the implementation of the central financial subsidy policy, depending on the local government and enterprise rectification. At that time, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Development and Reform Commission will jointly verify and accept. After the acceptance of the inspection and approval by the State Council, the implementation of the financial subsidy policy can be resumed, but the qualification for the advancement of financial subsidy funds will not be restored.
For other problems found in the inspection, our department will handle the matter according to the law. First, for enterprises that have problems with “cars lacking electricity” and “standards are not in conformity”, the central financial subsidy funds that have been obtained by vehicles in 2013 and 2014 are recovered, and according to the relevant provisions of the Regulations on Punishment of Fiscal Offences, A fine of 30% of the amount of the problem is imposed; vehicles for the 2015 problem are not liquidated. For the enterprises involved in such problems, the pre-draw qualifications for financial subsidies in 2016 will be cancelled, but the vehicles that are legally produced and sold according to law can still apply for financial subsidies according to regulations. The second is to temporarily deduct the central subsidy or 50% of the central subsidy for idle vehicles in the 2015 liquidation. Among them: if the vehicle meets the ex-factory standard but the object of sale is an affiliated enterprise rather than an end user, and the subsidy is sought in advance, the central financial subsidy funds involved will be suspended for liquidation. After the vehicle is sold to the end user and applied in practice, the actual delivery and application will be carried out. The annual subsidy standard shall be declared and liquidated after strict examination by relevant departments. Although the vehicle is sold to the end user but is idle after obtaining the financial subsidy (excluding the rental company), it is only settled at 50% of the normal subsidy standard during the liquidation. After one year, the utilization standard is reached and the balance is repaid. If it is still idle after one year, the subsidy will be disqualified and the central financial subsidy fund already disbursed will be recovered.
According to the seriousness of the problem, the Ministry of Finance and the relevant departments will inform the local governments of the provinces and cities where the problem enterprises are located, and ask the local government to further verify the responsibility of the relevant regulatory authorities and staff. If they are suspected of violating the law, they will be handed over to the local administrative supervision department and the public security. The department and the procuratorate handle it. The act of defrauding relevant enterprises to obtain local financial subsidy funds shall be handled by the local authorities with reference to the above-mentioned treatment principles.
In order to maintain the good momentum of the development of the new energy automobile industry, the Ministry of Finance will jointly issue a supplementary notice with relevant departments to require local governments and relevant departments to report the 2015 central financial subsidy funds submitted to relevant enterprises in accordance with the above-mentioned principles.
